From aboard the U. S. Frigate Constellation, Ransom writes that he has met up with Partridge's former pupil James Ward, who has been good company; also met P. [Phillip?] Phillips; misses his family and may resign and return to Norwich in August; if there was a war he would prefer to lead land forces than serve aboard ship; mentions recent return from Key West.
