Description
The adjutant general of Maine writes that he is pleased with Partridge's plan to improve the system of militia; mentions permanent fortifications, operations on the St. Lawrence River, West Point Military Academy and the possibility of Partridge delivering lectures at Portland, Bangor and Augusta.
